On December 18, 2014, Chairman Xu Yongsheng, along with more than 200 township entrepreneurs from across the country, participated in the symposium on township enterprise development and new urbanization construction organized by the China Township Enterprise Association, and was awarded the title of "National Township Enterprise 30-year Meritorious Entrepreneur".
         2014 marks the 30th anniversary of the implementation of Document No. [1984] 4 issued by the Chinese government. Practice has proven that developing township enterprises is the correct choice to promote social modernization and strengthen the country and enrich the people. It is an important component of building socialism with Chinese characteristics, in line with national conditions, public opinion, and laws.
        Yang Shaopin, a member of the Party Group of the Ministry of Agriculture, pointed out at the symposium that township enterprises have emerged as a "rising force" since the 1980s. They have not only made great contributions to increasing farmers' employment income, promoting agricultural production and efficiency, promoting rural prosperity and development, and promoting coordinated urban-rural development, but also played a historic role in breaking the urban-rural dual structure, achieving urban-rural integrated development, and promoting China's reform and opening up process. They have made historic contributions to establishing a socialist market economy system, opening up a new era of industrialization, promoting urbanization, and promoting agricultural modernization through "industry to supplement agriculture and build agriculture to lead agriculture". Today, 30 years later, although the connotation of township enterprises has undergone earth shaking changes, their natural blood and geographical relationship with agriculture, rural areas, and farmers still exists. As the essential feature of farmers establishing secondary and tertiary industries on site, it still needs to continue to strengthen guidance, support, and services.　
        Chen Yaobang, consultant of the China Association of Township Enterprises and former Minister of Agriculture, stated in his speech that China's comprehensive deepening reform, especially the transformation of government functions, will create a better development environment for social organizations, including the China Association of Township Enterprises. The new urbanization development model will take industrial development and population employment as the core driving forces, while balancing the coordinated development of the economy, society, and environment. The recently held Central Economic Work Conference pointed out that "promoting the healthy development of urbanization is an important part of optimizing the spatial pattern of economic development. We must have historical patience and not rush to achieve results." In the next 10 years, China will usher in more stable opportunities for the development of new urbanization. Chen Mengshan, President of the China Association of Township Enterprises, pointed out in his speech that the Central Urbanization Work Conference has clearly stated that urbanization is the only way to modernization. Promoting urbanization is an important way to solve the problems of agriculture, rural areas, and farmers, a powerful support for promoting regional coordinated development, an important lever for expanding domestic demand and promoting industrial upgrading, and has significant practical and far-reaching historical significance for building a moderately prosperous society in all respects and accelerating socialist modernization. 
        The symposium was chaired by Wang Xiuzhong, Executive Vice President and Secretary General of the China Association of Township Enterprises. Zong Jinyao, Director of the Agricultural Products Processing Bureau (Township Enterprise Bureau) of the Ministry of Agriculture, delivered a special report on "Promoting New Urbanization, Promoting Strong, Beautiful and Rich Agriculture, Rural Areas and Farmers, and Striving to Build a Transformation and Upgrading Version of Township Enterprises". At the meeting, a group of Chinese township enterprise 30-year meritorious entrepreneurs and outstanding contributors to national new urbanization were introduced, and Hongfu Group, a typical representative of Beijing's new urbanization construction, was visited.
